Sync back the Integration Assignee to Marker.io Assignee

Display the name of the person assigned to a ticket in the associated integration (GitHub, Azure DevOps, etc.) on the Marker.io issue page.

Also allow teams to control who can see this information. EG: All team / Just members etc.
